PGRS(Public Grevance Redressal System)


PGRS is a grievance redressal program initiated by Government of Andhra Pradesh enabling the public to approach police seeking redressal of their grievances. This programme is being conducted every Monday in District Police Office, Sub-Divisional Police Offices, Circle Offices and Police Stations. PGRS is a new kind of citizen service. It is grievance redressal for citizens where they can avail protection through Police Services. They can lodge their petitions through their local Police Stations direct to the senior officers. They can have more access with the important senior officers and decision makers in the department. They can have more access to justice and access to protection of law. Each PGRS petition is lodged in an online system which is linked with the Crime and Criminal Tracking and Networking System (CCTNS) thus integrating it into mainstream police work and ensuring proper supervision and monitoring. It has increased citizen ‘access to justice’ & ‘access to protection of the law’ fundamentally by making it easy for the people, especially, weaker sections like poor, women, old aged, marginalized communities etc. to avail police service. Every petitioner is received acknowledgment to their petition by the PGRS Monitoring Cell. Subsequently, feedback is taken from all the petitioners regarding the status of the petition. PGRS of Eluru District Police represents a paradigm shift in public services. Through innovative use of technology, the “PGRS” initiative has fundamentally overcame physical, psychological & socioeconomic problems and increased ‘access to justice’ and ‘access to protection of law’ in an unprecedented way. By enabling citizens in general and the poor, the elderly, women & the disadvantaged in particular, to avail police services easily. PGRS has improved image of the police and enriched the citizen-state relationship. As it continues to be replicated by police (and other govt. departments as well) in districts across the country, its full transformational potential will usher in an era of radical transparency and complete accountability in public administration.
